Cannabis in Uruguay: One dollar, One gram, One Law

Today, both Uruguay and the world are still waiting for a step forward from the Senate to finally validate the full legalisation of cannabis. The text was approved on the 31st July 2013 by the Chamber of Deputies. The project would make Uruguay the first country in the world to have control over the entire process of the production and sale of cannabis.

The project would make Uruguay the first country in the world to have control over the entire process of the production and sale of cannabis.

Despite the fact that an answer from the Senate is still pending (it is expected that they will give it next month, November 2013), the Government has spoken. Uruguay’s first cannabis harvest has a date and a price: sales will begin mid-2014, and every gram will cost $1.

Price of cannabis lower than expected

Julio Calzada, Secretary of the Junta Nacional de Drogas (National Board of Drugs) has been responsible for communicating this news to the media. In fact, everyone expected that the price was going to be higher (around $4 per gram) but the sole aim of fighting drug trafficking and the black market carries more importance than economic interests.  Indeed, this point is crystal clear: the only suitable agency to sell the substance will be, without any discussion, the Government.

It is true that since the beginning of Uruguay’s journey to this new regulation of cannabis, some mistrust has existed towards the “bold law” proposed by the current President of Uruguay, José Mujica. He believes there will be no problems in implementing and furthering the new scheme. For this reason, the Government wants society to know when it will be possible to buy cannabis legally.

According to Calzada, from now on, the State will offer “a high quality, reliable product” and has ensured that by the second half of 2014 “there is enough time to harvest and to sell”. This supports the points made by President Mujica in his very clear speech to the General Assembly of United Nations when he defended the proposal in front of other countries, stating that Uruguay wants to “snatch the drug market from the drug dealers”.

In summary and as the Government says, they are going to “offer a safe place to buy a good quality product at the same price offered by the black market”.

As reported by Sensi Seeds, cannabis users are obliged to register in an anonymous database which will enable them to buy up to 40 grams of cannabis per month. However, this amount is still being discussed due to the variability of several factors, such as the quantity of THC contained in the cannabis.

According to the National Drug Board, Uruguay – a country of 3.3 million people – currently has an estimated 120,000 cannabis users, although consumer groups put this figure at around 200,000.

The process is still slow, and somewhat cautious. President Mujica has said that “the plan is an experiment” and that if, after legalization, cannabis becomes out of control in the country the Government will take steps to reverse or moderate the new legislation. However, their pragmatic and careful planning is paying off and it seems that total legalization of cannabis in Uruguay is very close.

Cannabis Country

At $1 dollar a gram that's a pretty cheap price for bud. I don't know what that would equal USD wise, but if the U.S. ever goes fully legal I would love to see it as low as a dollar a gram. However there has been speculation that it would be $10 dollars a gram in the U.S.

I think that's awesome they already have a date set for sales. I am guessing they have started the growing process. I wish I could see the grow. I bet that is one hell of a sight to see.
